A Republican-led effort to expel Representative George Santos of New York failed on Wednesday night, after a group of lawmakers from Mr. Santos’s home state could not persuade enough of their colleagues that his admitted lies and federal indictment were sufficient grounds to oust him.

Even as House members condemned Mr. Santos for lying to voters and donors about his biography and résumé and apparently falsifying ties to the Holocaust and Sept. 11, many said that expelling him now — nearly a year before his trial is even set to begin — would set a dangerous precedent.

With Republicans holding a razor-thin majority that they are loath to imperil, many of them, including Speaker Mike Johnson, chose to defer judgment on Mr. Santos’s fate to the conclusion of the criminal case or a continuing House Ethics investigation.

Lies, Charges and Questions Remaining in the George Santos Scandal
George Santos has told so many stories they can be hard to keep straight. We cataloged them, including major questions about his personal finances and his campaign fund-raising and spending.

The vote is the second time in nearly six months that Mr. Santos, 35, has evaded a push to expel him. And it has cleared the way for him to remain in office as he fights the 23-count federal indictment accusing him of involvement in a range of fraudulent schemes.it’

The resolution was introduced by Representative Anthony D’Esposito, a first-term Republican representing a neighboring district on Long Island. It was backed by four other first-term Republicans from New York and supported largely by Democrats, who pushed a similar effort in May after Mr. Santos was first indicted.

The effort faced a high hurdle. Because the resolution required two-thirds approval, every Democrat and 77 Republicans would have had to vote to expel Mr. Santos, assuming all 433 members voted on the matter.

Mr. Santos is not yet out of the woods. His criminal trial is tentatively scheduled to begin in September. And ahead of the vote, the House Ethics Committee on Tuesday declared that it was “expeditiously” reviewing the allegations against Mr. Santos and would “announce its next course of action” on or before Nov. 17.

Mr. Santos, who is running for re-election, also faces a crowded Republican primary next year in which local and national leaders have said they will not back him.

But he narrowly avoided becoming the first representative since the Civil War to be removed from office without a criminal conviction, and only the sixth member of the House to be expelled in the body’s history.

Representative Kelly Armstrong, a Republican from North Dakota who is a former public defender, had predicted the expulsion of Mr. Santos would fail over due-process concerns.

“What’s the point of having the Ethics Committee, if you don’t let them do their work?” Mr. Armstrong said hours before the vote. He added that he believed Mr. Santos should resign, but absent a decision from the “Ethics Committee or a conviction, it turns into a political vote. It’s a very serious step for 750,000 people to have no representation.”

Mr. Armstrong said the conference was aware of Speaker Johnson’s position against the expulsion, and that would probably influence how some saw the vote.

“You don’t get to get rid of due process in the hardest cases,” he said. “Now, the minute you get found guilty, that changes.”

Federal prosecutors charged Mr. Santos, who represents parts of Long Island and Queens, with 23 felony counts for his participation in a series of financial schemes involving his personal and campaign finances. They have accused him of filing false financial reports, fraudulently receiving unemployment benefits, stealing the identities and credit card numbers of campaign donors and falsifying a $500,000 personal loan to his campaign.

Mr. Santos has pleaded not guilty to all counts and has denounced the case against him as politically motivated and a “witch hunt,” language similar to that used by former President Donald J. Trump when referencing his four criminal cases.

But last month, his former campaign treasurer, Nancy Marks, pleaded guilty to conspiracy to defraud the United States and said in court that she conspired with Mr. Santos to report the fictitious $500,000 loan and other fake contributions.

Mr. D’Esposito and a number of first-term New York Republicans in vulnerable swing district seats launched the effort after Ms. Marks’s plea, and prosecutors charged Mr. Santos with 10 more felonies.

Mr. D’Esposito’s resolution cited Mr. Santos’s voluminous autobiographical lies, his fraudulent links to the Holocaust and the Sept. 11 attacks and the criminal charges, concluding: “George Santos is not fit to serve his constituents as a United States Representative.”

On Wednesday, he and his four Republican colleagues in New York sent a letter to the entire House addressing their colleagues’ objections. In a debate ahead of the vote, they made impassioned speeches on the House floor urging fellow lawmakers to remove him.

“We’re going to set a new precedent today, that we are against lying fraudsters coming to the House of Representatives,” Mr. D’Esposito said.

In response, Mr. Santos attacked Mr. D’Esposito and his allies for prioritizing politics over the need for due process. “They believe that by attempting to expel me they will garner political points, capitalize on political fund-raising and receive congratulations from those who do not approve of my voting record,” he said.

House Blocks Censure of Tlaib on Charge of Antisemitism

A solid bloc of Republicans joined Democrats in refusing to back a move to formally rebuke Representative Rashida Tlaib of Michigan, a far-left Democrat, for her harsh criticism of Israel.

The House on Wednesday turned aside a Republican effort to formally reprimand Representative Rashida Tlaib, Democrat of Michigan, for her participation in a recent pro-Palestinian protest in which she accused Israel of genocide, as a solid bloc of Republicans joined Democrats to reject the move.

The vote was 222 to 186 to table, or kill, a censure resolution against Ms. Tlaib, the only Palestinian American member of Congress, offered by Representative Marjorie Taylor Greene, Republican of Georgia. The measure accused Ms. Tlaib of “antisemitic activity” and referred to the Oct. 8 protest as an “insurrection.”

Twenty-three Republicans broke with their party in voting to kill it.

It was the first in a series of back-to-back disciplinary actions scheduled for action on Wednesday by the House, which is resuming legislative business this week after nearly a month of paralysis and Republican infighting. The measures amounted to a round of partisan blame-laying and institutional strife and featured dueling accusations of antisemitism.

Following the vote on censuring Ms. Tlaib, the House had planned to turn to an effort to formally rebuke Ms. Greene for “racist rhetoric and conspiracy theories,” citing her past antisemitic statements, anti-L.G.B.T.Q.+ remarks and her praise and support for those charged in connection with the Jan. 6, 2021, attack on the Capitol. But that measure was dropped abruptly after the censure of Ms. Tlaib failed.

Though some Democrats have both publicly and privately expressed discomfort with some of Ms. Tlaib’s comments, all of them supported the effort to kill the censure. Some cited the language in Ms. Greene’s resolution that referred to the Oct. 8 protest as an “insurrection” — a term that also alienated some Republicans.

Many Democrats argued the measure amounted to a racist broadside against Ms. Tlaib.

“They want to censure her because she’s brown,” Representative Maxwell Alejandro Frost, Democrat of Florida, said on his way to the vote.

And some Republicans said they did not want to waste time on partisan measures when there was legislative work to be done.

“The No. 1 thing I’d make of it is, we want to get back to work,” said Representative John Duarte, Republican of California. “This isn’t work. We’ve had enough of this. We’ve got appropriations to do. We’ve got allies on fire around the globe, and we don’t need to be slapping each other’s hands.”

The measure was “privileged” under House rules, meaning that it had special status that required that it be speedily acted upon and was not subject to the power of party leaders who normally control what legislation is considered when.

The resolution and a separate bid to expel Representative George Santos, the New York Republican who has been indicted on charges of fraud, stealing public funds and identity theft, overshadowed legislative business on the House floor on Wednesday.

Lawmakers in both parties complained that the proposed censures — a form of rebuke one step below expulsion once reserved for the most rare circumstances but now seen more frequently — were part of an escalating tit for tat about incendiary statements that have become all too common.

“I could do a censure a week about what one of them said that’s outrageous,” Representative Steny H. Hoyer, Democrat of Maryland, said of Republicans.

“I defend freedom of speech even when I disagree with people,” said Representative Victoria Spartz, Republican of Indiana. She added that she had defended Ms. Greene and Ms. Tlaib, among others, “when sometimes they say crazy stuff.”

She added that Ms. Greene’s decision to brand Ms. Tlaib an insurrectionist crossed a line.

WASHINGTON - Hundreds were arrested Wednesday after pro-Palestinian protests broke out on Capitol Hill, with demonstrators flooding into the Cannon House Office Building and large crowds gathering with flags and signs around the Capitol complex.

The Cannon House Office Building holds several House Committee and congressional offices. By 2:30 p.m., its rotunda was full of protestors singing and chanting "ceasefire now" and "free Palestine."

U.S. Capitol Police put out an alert about the demonstrations, saying the activity was not allowed inside Congressional buildings. They worked for hours to clear the crowd that had grown inside. Police say they arrested about 300 people in total.

The detained protesters were lined up outside the building and shuttled to a temporary holding area in the Capitol complex. Capitol Police say demonstrators inside the Cannon Rotunda will be charged with illegally protesting inside a House Office Building.

They say among the arrests, three people were charged with assault on a police officer during processing.

USCP monitored the situation as more protesters gathered around the House side of the Capitol Complex through the afternoon and evening hours. For safety, they set up temporary rolling road closures and only allowed Capitol staff and employees to enter and exit in certain areas.

The protest began on the National Mall around noon and eventually made its way to the Cannon building, which is situated at Independence Ave. and New Jersey Ave. adjacent to the Capitol building.

Fencing went up overnight around parts of the U.S. Capitol ahead of the protest organized by the group Jewish Voice for Peace but the demonstrators were able to work their way into the building and by 3 p.m., it was packed with JVP members in black t-shirts reading "Jews say ceasefire now!"

JVP claimed on social media that at least 10,000 people were outside the Capitol while 500 made their way inside the rotunda, all there to "challenge the Israeli government's ongoing ethnic cleansing of Palestinians."

After the demonstrations on Capitol Hill fizzled, another popped up in the evening hours outside the Israeli Embassy in Northwest. Barriers surrounded the embassy and a line of police stood between it and the crowd pocked with the red, black, white and green of the Palestinian flag.

As the protests unfolded, President Joe Biden was in Israel. He flew to the embattled country Tuesday to begin a series of talks with Israeli, Jordanian, Egyptian and Palestinian leaders.

On Wednesday, Biden announced $100 million for humanitarian assistance in Gaza and the West Bank to help displaced and conflict-affected Palestinians as Israel has agreed to allow aid into the area — but with the explicit understanding that shipments and that aid should only go to civilians and not Hamas militants.

"Let me be clear. If Hamas diverts or steals the assistance, they will have demonstrated once again that they have no concern for the welfare of the Palestinian people," Biden said.

Israel quickly cut off the flow of food, fuel and water to the Gaza Strip after the deadly surprise attack by Hamas that killed more than 1,400 people. It's estimated that more than 2,800 Palestinians have been killed in retaliatory attacks and another 1,200 are missing — buried under rubble dead or alive.

Since the war began, the Biden administration has condemned Hamas and stood firmly with Israel, pledging continued support for the allied nation.

"Israel must again be a safe place for the Jewish people. And I promise you: We’re going to do everything in our power to make sure that it will be," Biden said while speaking from Tel Aviv Wednesday. "My administration has been in close touch with your leadership from the first moments of this attack, and we are going to make sure we have — you have what you need to protect your people, to defend your nation."

But the president has also expressed support for Palestinians who do not back Hamas and signaled that the U.S. is seeking to help them as well.

"The vast majority of Palestinians are not Hamas," Biden wrote on X. "And Hamas does not represent the Palestinian people."

There have been several protests around the D.C. area in recent days as the war between Israel and the Iranian-backed Hamas continues.

More than 30 protesters were arrested in front of the White House on Monday and over the weekend, thousands of pro-Palestinian activists took to the streets of the nation's capital to advocate for a cease-fire between the warring groups.

Tensions here and abroad have only increased following a deadly rocket blast at a Gaza hospital Tuesday. The Gaza Health Ministry said at least 500 people were killed.

Hamas blamed the "horrific massacre" on the Israeli government while the Israeli government has blamed Islamic Jihad — a smaller, more radical Palestinian militant group that often works with Hamas.

As they met Wednesday, Biden told Israeli Prime Minister Benjamin Netanyahu that intelligence from the Department of Defense showed it was not likely a strike by the Israeli military and that it "appears as though it was done by the other team, not you."

As the president continues on his diplomatic mission through the Middle East, he has continued to advocate for a two-state solution.

"We must keep working for Israel’s greater integration with its neighbors. These attacks have only strengthened my commitment and determination and my will to get that done," he said.

Back on Capitol Hill, some Democratic lawmakers said they're standing in solidarity with those calling for a ceasefire.

Several representatives — including Ayanna Pressley, D-Mass., Cori Bush, D-Mo., Rashida Tlaib, D-Mich., Alexandria Ocasio-Cortez, D_N.Y., Ilhan Omar, D-Minn., and Nydia Velázquez, D-N.Y. — signed onto a resolution

I suppose that opens the door for them to be able to commit the same sins and live under the cover of… well, a Republican did it!

Perhaps we will all get to see even lower ethical standards from our lawmakers going forward.

Democrats' thinking, I believe, is to put the responsibility on the majority Reps to keep its own majority clean on its own. Or, it takes a 2/3 vote and not enough R's voted with the D's to get to the required number. Or, both. He will also be a nationwide election advertisement in 2024.
