If it's anything like some of the thing's that I've seen from the educators around my area, it's more of a notification that this is the way it's going to be. Sign the dotted line to confirm that you read it. I don't think that the teachers see it as a something that is up for negotiation.

If it makes you feel better, they'll feed you the "we understand and it's a trying time for everybody, we don't like it anymore than you do" story.

Progressivism is a religion, actually a cult, a collectivist culture and as Joe exemplifies it is a religion whose doctrine trumps all others, even his own Christianity. You see devotes among atheists and agnostics as well as anyone else.
There is no room for individual choice, no room for moral codes other than what's PC, no room for questioning or rejecting progressive dogma. The priests of the church and their acolytes in the media will tell you the right way to think, and the right things to say. It is a cult that demands conformity and obedience or you'll be cast out. If they can't convince you with rhetoric, they'll try to force it down your throat by legal means and legislation, the absolute perversion of what law should do.

Joe is calling for a national plan to save lives from the Corona Virus with "unified nationwide standards". It's all a top down plan of course, progressives love centralized government dictates. Maybe Joe has a Soviet style 5 year plan to contain the virus, after all a good progressive plan should never let a good crisis go to waste. As Ludwig Von Mises wrote, "Most of the tyrants, despots, and dictators are sincerely convinced that their rule is beneficial for the people, that theirs is government for the people." Maybe Joe actually believes his own BS, I don't know, or maybe he's just mouth breathing what he was told to say.
He tops it off with the "we are all in this together" spiel as to make soft minds believe they are on a noble crusade into battle with their great general leading the charge. It's actually more like herds of lemmings committing mass suicide by jumping off a cliff.
Part of that plan is mandatory "national mask mandates". "Everyone needs to wear a mask in public" says ye wannabe dictator. Progressives love the words "national" and "mandates", it signifies absolute power and subservience of the individual to the state. I'm sure all good progressives are ready to goosestep to those decrees.
