OK, I had too much time on my hands. Here's what the USPS website offers for info.

Pub 52 is the guide for Hazardous, Restricted, and Perishable Mail. It only restricts the shipment of Tobacco seeds and plants. There is no restriction specified for domestic shipments of cigars.

Pub 141 is the global express guide that outlines the shipping limitations for cigars to various countries. They do restrict shipment of cigars to many countries.
