But after moving recently to a different state, when opening new financial accounts we where asked to sign disclosure agreements that would allow local, state, and federal access into our accounts. I also believe this would permit IRS access to accounts. Not that they couldn't access the info with a warrant anyway, but we did not sign the agreement.
