The age old argument of if you have to pay a photo ticket. Well here the answer is NO. So unless the city, county etc wants to pay a collection agency to track down the law breakers for 50% of the ticket fee payment is voluntary.

It became a issue of it was more expensive to have the cameras then to get rid of them. The overreaching expectations of revenu never materalized plus installation, maintenance, fees etc are very expensive to have the cameras. Take it from me... I worked at one of the leading companies for a while....
