It's not her fault. She forgot to plug in her phone that night. And she had done a lot of texting and GPS and picture sending and stuff the day before. And she had it set on vibrate.

Now she has an extended battery for her phone, and she changed her ringer to the Darth Vader theme, so we should not see anymore folks dying at our embassies because of missed warnings at 3 a.m.

no lefty, i said we would be better off to invest money into our aging infrastructure instead of blowing it all over the world, having police work real crime instead of worrying about a few speeders or putting up $100,000 cameras to "keep us safe". You cant see my license plate from a camera anyway, it is under the tail.

Now to stay on this subject, if cameras truly made us safer, sure, im in, but the reality is they are for revenue, not safety. Stats show over and over that cameras INCREASE rear end collisions and rarely reduce side impact collisions since the signs and cameras are often discreetly installed. If governments really cared about saving people they could simply increase the yellow light time by .5 or 1 second. That DRASTICALLY reduces accidents. Oh which brings me to the fact that many governments where these cameras go up have REDUCED their yellow light time (sometimes below the federal requirement) to INCREASE revenue.

Pakistanis Try to Storm U.S. Outpost; One Is Killed


ISLAMABAD, Pakistan — One person was killed and dozens of people were injured when anti-American protesters tried to storm the American Consulate in the southern port city of Karachi and clashed for several hours with the police and paramilitary troops on Sunday evening, rescue workers and police officials said.

The outbreak of violence came after days of peaceful demonstrations in Pakistan against the release of a video mocking the Prophet Muhammad. Pakistani officials had increased security in all major cities before Friday Prayer services, which have in the past served as flash points for protests, and until Sunday, calm had prevailed. The American Embassy here said in a message posted Sunday evening on Twitter that “all American personnel are safe and accounted for at U.S. Consulate, Karachi.”

“The United States government has absolutely nothing to do with this video,” another Twitter message by the American Embassy said. “We reject its content and its message.”

Karachi is Pakistan’s commercial capital, and the sprawling city is frequently torn by ethnic and sectarian violence. “Things usually get out of hand in Karachi,” Mehreen Zahra-Malik, an assistant editor at The News International, said in an interview.

The demonstration on Sunday was spearheaded by two groups of Shiites, a minority in Pakistan, which had urged demonstrators to march “toward” the American Consulate.

The police responded by blocking the road that leads to the American Consulate with concrete barriers and shipping containers on Sunday afternoon. Then, as the march neared, the police fired tear gas canisters into the crowd. That failed to contain waves of angry demonstrators, who grew increasingly agitated, witnesses said.

The police and Rangers, a force controlled by the Interior Ministry, then fired shots into the air as demonstrators rushed through the clouds of tear gas, trying to reach the outer boundary wall of the heavily fortified consulate building. Water cannons were also used on the protesters, who began hurling stones.

Local television broadcast images of young men falling on the roadside after being struck by water jets. One young man ran toward a police officer, who was firing warning shots in the air, and flung his arms open, daring the officer to shoot at his chest.

After battling for a few hours without entering the consulate property, the protesters dispersed. They later assembled in the Numaish Chowrangi neighborhood and staged a sit-in. Local news media reported that the demonstrators had set at least four police vehicles on fire.

Mirza Yousuf Hussain, the leader of one of the two Shiite groups that organized the protest, claimed that violence had broken out in Karachi after police opened fire on “peaceful protesters.” He said in a statement that police fire had killed the brother of the deputy secretary general of his party’s Karachi chapter. He also said two wounded workers were in critical condition. He accused high-ranking police officers of “working to protect American interests.”

In the eastern city of Lahore, thousands of protesters took part in a demonstration led by Hafiz Muhammad Saeed, the leader of the militant group Lashkar-e-Taiba, which is accused of orchestrating the 2008 Mumbai terrorist attacks. While the protest remained peaceful, the fiery speeches were filled with anger as protesters gathered at the Mall, about half a mile from the American Consulate in Lahore.

Mr. Saeed said in his speech that the production crew of the video “must be hanged to set an example.”

Protesters held placards and shouted slogans against the United States government. One placard read, “O Obama, we are all Osama.” Another placard read, “Blasphemy is not freedom of expression, and its sentence is death.”

Benghazi Attack disrupted Major CIA Operation: Attack allegedly directed against “CIA Operatives and Contractors”


The September 11 attack that claimed the life of the US ambassador to Libya, Christopher Stevens, and three other Americans disrupted a major CIA operation in the North African country.

According to the New York Times, at least half of the nearly two dozen US personnel evacuated from the eastern Libyan city of Benghazi following the fatal attack on the US consulate and a secret “annex” were “CIA operatives and contractors.”

“It’s a catastrophic intelligence loss,” a US official who had been stationed in Libya told the Times. “We got our eyes poked out.”

The Times report describes the mission of the CIA station in Benghazi as one of “conducting surveillance and collecting information on an array of armed militant groups in and around the city,” including Ansar al-Sharia, an Islamist militia that has been linked by some to the September 11 attack, and Al Qaeda in the Islamic Maghreb, or AQIM.

It further states that the CIA “began building a meaningful but covert presence in Benghazi” within months of the February 2011 revolt in Benghazi that seized the city from forces loyal to the government of Colonel Muammar Gaddafi. Stevens himself was sent into the city in April of that year as the American envoy to the so-called “rebels” organized in the Benghazi-based National Transitional Council (NTC).

What the Times omits from its account of CIA activities in Benghazi, however, is that the agency was not merely conducting covert surveillance on the Islamists based in eastern Libya, but providing them with direct aid and coordinating their operations with those of the NATO air war launched to bring down the Gaddafi regime. In this sense, the September 11 attack that killed Stevens and the three other Americans was very much a case of the chickens coming home to roost.

There is every reason to believe that the robust CIA presence in Benghazi after Gaddafi’s fall also involved more than just surveillance. Libyan Islamists make up the largest single component of the “foreign fighters” who are playing an ever more dominant role in the US-backed sectarian civil war being waged in Syria with the aim of toppling the government of President Bashar al-Assad. According to some estimates, they comprise anywhere from 1,200 to 1,500 of approximately 3,500 fighters who have been infiltrated into Syria from as far away as Chechnya and Pakistan.

The CIA has also set up a center on the border between Turkey and Syria to oversee the funneling of arms, materiel, money and fighters into the Syrian civil war. Given the relationship established between the US agency and the Libyan Islamist militias during the US-NATO war to topple Gaddafi, it seems highly probable that the departure of such elements from eastern Libya and their infiltration into Syria would be coordinated by CIA personnel on both ends.

The government installed by the US-NATO war in the Libyan capital of Tripoli was apparently unaware of the size of the CIA presence in Benghazi, though the agency was supposedly cooperating with Libyan intelligence officials in monitoring the activities of the Islamists.

According to a report published September 21 in the Wall Street Journal, the attempt by Libyan government forces to coordinate a response to the militia assault on the US consulate and the “annex” used by the CIA was hindered by the refusal of American officials to provide the Libyans with GPS coordinates for the “annex,” which came under sustained assault and where two security contractors, former Navy Seals, were killed.

When the US and Libyan rescuers managed to evacuate some 30 Americans from the “annex” and bring them to the Benghazi airport, Libyan officials were stunned by the number of US personnel there and had to bring in a second plane to fly them all out.

“We were surprised by the numbers of Americans who were at the airport,” Libyan Deputy Prime Minister Mustafa Abushagour told the Journal. “We have no problem with intelligence sharing or gathering, but our sovereignty is also key,” he added.

In the aftermath of the attack in Benghazi, the question of security at US facilities has become a politically contested issue, with Republicans charging that the Obama administration had behaved irresponsibly in not having US military personnel protect Stevens and other personnel. They have also accused the administration of misleading the public by describing the assault on the two buildings as an outgrowth of a spontaneous demonstration over the anti-Islamic film that has triggered protests throughout the Muslim world, rather than a terrorist attack.

House Armed Services Committee Chairman Howard McKeon, a California Republican, last week declared the lack of military guards in Benghazi as “inconceivable” given an earlier attack on the Benghazi compound and other incidents of armed violence in the city.

Secretary of State Hillary Clinton responded to the criticism by insisting that local security forces and a private security company that deployed Libyan guards had provided security “of the kind that we rely on in many places around the world.”

By late last week, administration officials had begun referring to the assault as a “terrorist attack.” With the US having deployed warships, drones and a 50-member US Marine rapid reaction force to Libya, this may be preparation for military retaliation.

In Libya itself, thousands of people marched in Benghazi on Friday against the militias. Crowds laid siege to the headquarters of Ansar al-Sharia and another Islamist militia, the Rafallah Sahati brigade, leading to at least four deaths.

The demonstrations clearly expressed public anger over the sway of the Islamists over Benghazi, with participants talking of the need for “a new revolution.”

Late on Saturday, the authorities in Tripoli responded to the popular frustration. The Libyan army chief, Yusseff Mangoush, and national assembly leader Mohamed Magrief announced that “illegitimate” militias would have 48 hours to disarm and disband, or the army would use force.

What this meant was far from clear, however, as Libyan President Mohamed el-Megaref called upon Libyan protesters to leave the “legitimate” militias alone. The president demanded that the demonstrators stop attacks on militias that are “under state legitimacy, and go home.”

The spokesman for the national assembly went further. According to the Wall Street Journal, the spokesman, Omar Humidan, declared that while the militias “have wrong practices… serve their own agenda and have their own ideology… striking these militias and demanding they disband immediately will have grave consequences.”

He continued: “These are the ones that preserve security. The state has a weak army and no way it can fill any vacuum resulting in eviction of these militias… The street is upset because of the militias and their infighting. We are worried of the fallout in the absence of those militias. The state must be given time.”

The militias in Benghazi are almost all offshoots of the Libyan Islamic Fighting Group, a jihadist group that had ties to Al Qaeda and whose leaders were abducted and tortured by the CIA as part of Washington’s “global war on terror.” This is the case with Ansar al-Sharia, which is responsible for providing security at the Al Jala hospital in Benghazi, as well as the Rafallah Sahati brigade, which has also been deployed as a security force in the city, including during the national elections.

In the aftermath of last Friday’s demonstrations, the militias struck back, claiming that the popular repudiation of their policies had been stirred up by supporters of the former Gaddafi regime.

The Rafallah al-Sahati militia announced Monday that it had rounded up 113 people for alleged involvement in the protests. A leader of the group claimed that most of those detained were former members of the Gaddafi-era military or supporters of the deposed president.

Libyan state television reported Monday that on the outskirts of Benghazi the bodies of six Libyan soldiers were found shot, execution style, with their hands cuffed behind them. It was also reported that an army colonel had disappeared and was believed to have been kidnapped.

According to the Wall Street Journal: “Some media reports accused militiamen of taking revenge on Gaddafi-era veterans in the military; in contrast, a military spokesman, Ali al-Shakhli, blamed Gaddafi loyalists, saying they were trying to stir up trouble between the public and the militias.”

U.S. President Speaks to U.N. About YouTube Video Posted in June by Southern Californian

In an address to the United Nations General Assembly today, President Barack Obama dedicated several long passages to discussing and condemning what the New York Times has described as a 14-minute "amateurish video" that a 55-year-old Southern California man posted on YouTube in June.

Obama also told the United Nations that with modern technology efforts to control the flow of information have become “obsolete.”

The Obama administration had originally suggested that the video in question—which the New York Times said was a trailer for a movie entitled “The Innocence of Muslims”—may have been responsible for inspiring a mob to attack the U.S. consulate in Benghazi, Libya on Sept. 11 and to kill U.S. Ambassador Chris Stevens and three other Americans.

However, the Libyan prime minister said last week that the attack on the U.S. consulate was pre-planned. Also, the chairman of the U.S. House Intelligence Committee said on Sunday that not only was the attack planned but also that there was reason to believe it had been carried out by al Qaeda or an al Qaeda-affiliated group and that he had seen no evidence that there had even been a demonstration outside the consulate before the attack.

“In every country, there are those who find different religious beliefs threatening; in every culture, those who love freedom for themselves must ask themselves how much they are willing to tolerate freedom for others,” Obama told the United Nations.

“That is what we saw play out in the last two weeks, as a crude and disgusting video sparked outrage throughout the Muslim world,” he said.

“I have made it clear that the United States government had nothing to do with this video, and I believe its message must be rejected by all who respect our common humanity," said Obama. "It is an insult not only to Muslims, but to America as well--for as the city outside these walls makes clear, we are a country that has welcomed people of every race and every faith. We are home to Muslims who worship across our country. We not only respect the freedom of religion--we have laws that protect individuals from being harmed because of how they look or what they believe. We understand why people take offense to this video because millions of our citizens are among them.

“I know there are some who ask why we don’t just ban such a video,” said Obama. “The answer is enshrined in our laws: our Constitution protects the right to practice free speech.
“Here in the United States, countless publications provoke offense,” said the president.

“Like me, the majority of Americans are Christian, and yet we do not ban blasphemy against our most sacred beliefs," he said. "As President of our country, and Commander-in-Chief of our military, I accept that people are going to call me awful things every day, and I will always defend their right to do so. Americans have fought and died around the globe to protect the right of all people to express their views--even views that we profoundly disagree with.

“Now, I know that not all countries in this body share this understanding of the protection of free speech. We recognize that," said Obama. “But in 2012, at a time when anyone with a cell phone can spread offensive views around the world with the click of a button, the notion that we can control the flow of information is obsolete. The question, then, is how do we respond. And on this we must agree: there is no speech that justifies mindless violence.

“There are no words that excuse the killing of innocents,” said Obama. “There is no video that justifies an attack on an embassy. There is no slander that provides an excuse for people to burn a restaurant in Lebanon, or destroy a school in Tunis, or cause death and destruction in Pakistan.”

“More broadly, the events of the last two weeks also speak to the need for all of us to address honestly the tensions between the West and the Arab World that is moving toward democracy,” said Obama. “Just as we cannot solve every problem in the world, the United States has not, and will not, seek to dictate the outcome of democratic transitions abroad, and we do not expect other nations to agree with us on every issue. Nor do we assume that the violence of the past weeks, or the hateful speech by some individuals, represent the views of the overwhelming majority of Muslims--any more than the views of the people who produced this video represent those of Americans.”

In a story published on Sept. 16, the New York Times described the video the president spoke about at the United Nations as follows: “The incendiary, amateurish video--a 14-minute trailer for a supposed full-length feature called 'The Innocence of Muslims'--depicts the Prophet Muhammad as a buffoon, a womanizer and a child molester. It was first uploaded to YouTube in June, and translated into Arabic and uploaded several more times in the week leading up to the anniversary of the Sept. 11 terrorism attacks.”

Last week, according to Deputy State Department Spokesperson Victoria Nuland, the U.S. government spent $70,000 to air a television advertisement on seven Pakistani television stations. The ad featured Secretary of State Hillary Clinton and President Obama condemning the YouTube video.

On CNN on Sunday, House Intelligence Chairman Mike Rogers (R.-Ala.) said he had seen no evidence that there had been a protest outside the U.S. consulate in Benghazi before terrorists attacked the facility and killed the U.S. ambassador and three other Americans there.

“I have seen no information that shows that there was a protest going on as you have seen around any other embassy at the time,” Rogers said. “It was clearly designed to be an attack.”

Rogers also said there was a “high degree of probability” that those who attacked the consulate had some connection to al Qaeda.

“Who were they?” CNN’s Candy Crowly asked the intelligence chairman.

“We don't know for sure and for certain yet,” said Rogers. “We have--At least I look at the information, have a high degree of probability that it is an al Qaeda or al Qaeda-affiliated group that had a very specific target in mind, and that was to attack the consulate and cause as much harm, chaos, and death as possible.”

Libyan Prime Minister Mustafa Abushagur also told CNN he believed that attack on the consulate was pre-planned.

“Have you then determined this attack was preplanned?” CNN Senior International Correspondent Arwa Damon asked Abushagur.

“Oh, I think it is. I think it is. Because the way it has taken place, the way they have done it, it's clear this group has planned it,” said Abushagur. “So, it is not a spontaneous thing that took place that night, no.”

Uh oh: CNN says their sources say Obama not truthful about Libya


CNN says they were hearing from their sources that the Benghazi attack was a pre-planned terrorist attack right after it happened. But then the Obama administration started using these talking points about a mob getting out of control, and CNN says their sources couldn’t corroborate that. The fact that the Obama administration left out of the talking points what they already knew, that it was a pre-planned terrorist attack by an Al-Qaeda linked terrorist group can only mean, according to one former intelligence official, that the administration was trying to cover something up.

Is the State Department Squelching Documents on Libya Attack?



Is the State Department trying to cover up for its own negligence that cost four Americans, including the American ambassador to Libya, their lives on September 11?

A bipartisan group of Senators is demanding answers from State, and so should other Americans. It appears that destruction of important documents should now be added to matters for investigation.

As reported by Fox News, State has scrubbed a memo from its website, dated September 6, which stated that there were no credible threats of terrorist action associated with the 11th anniversary of 9/11. The memo was issued by the Overseas Security Advisory Council (OSAC), the office within State that monitors intelligence and international security for the U.S. diplomats. This is what the original posting read:

OSAC currently has no credible information to suggest that al-Qa’ida or any other terrorist group is plotting any kind of attack overseas to coincide with the upcoming anniversary of September 11. However, constituents have concerns around important dates, holidays and major events. Often times, these concerns are the result of increased media attention to the issue, rather than credible evidence of a terrorist plot.

There are two issues of grave importance to be investigated here. The first is the disastrous lack of intelligence and proper security arrangements for U.S. personnel in a highly violent and volatile part of the world. Obviously, State did not do its homework in terms of assessing the risk to its diplomats when the consulate in Benghazi was opened a year ago. According to Ambassador Christopher Stevens’s diary discovered by a CNN reporter, he feared for his life, a fact he would surely have shared with his superiors. CIA director Leon Panetta has now finally acknowledged that this was an act of terrorism.

The second issue is the Obama Administration’s attempts at covering up this outrage, at first denying terrorist involvement, then stone-walling Senate inquiries and deleting computer files. Concern among Senators has now risen to bipartisan levels. Yet another letter to the State Department was circulating on the Hill yesterday, according to the Washington Examiner, among all the members of the Senate Foreign Relations Committee, including chairman John Kerry (D–MA). The letter demands an “accounting of the attacks against U.S. embassies in Egypt, Libya and Yemen.”

High time for answers from the Obama Administration, which was supposedly to be the most transparent in U.S. history.

U.S. Consulate in Benghazi Bombed Twice in Run-Up to 9/11 Anniversary


Jihadists twice set off explosives at the consulate prior to the incident that killed Ambassador Chris Stevens, and announced threats on Facebook about escalating attacks on Western targets in the run-up to the 9/11 anniversary, according to whistleblowers reaching out to House Republicans.
In the five months leading up to this year’s 9/11 anniversary, there were two bombings on the U.S. consulate in Benghazi and increasing threats to and attacks on the Libyan nationals hired to provide security at the U.S. missions in Tripoli and Benghazi.


Details on these alleged incidents stem in part from the testimony of a handful of whistleblowers who approached the House Committee on Oversight and Government Reform in the days and weeks following the attack on the Benghazi consulate. The incidents are disclosed in a letter to be sent Tuesday to Hillary Clinton from Rep. Darrell Issa, the chairman of the House Committee on Oversight and Government Reform, and Rep. Jason Chaffetz, the chairman of the oversight committee’s subcommittee that deals with national security.

The State Department did not offer comment on the record last night.

The new information disclosed in the letter obtained by The Daily Beast strongly suggests the U.S. consulate in Benghazi and the late Ambassador Chris Stevens were known by U.S. security personnel to be targets for terrorists. Indeed, the terrorists made their threats openly on Facebook.

For example, following a May 22 early-morning attack on a facility that housed the International Committee on the Red Cross, a Facebook page claimed responsibility, and said the attack was a warning and a “message for the Americans disturbing the skies over Derna.” That reference was likely to American surveillance drones over a city that provided fighters to al Qaeda in Iraq in the last decade.

In June a Facebook page associated with militants linked to the late Libyan dictator Muammar Gaddafi posted a threat to Stevens based on the route he took for his morning jog. The Facebook page also posted a picture of Stevens. The letter to Clinton notes that “after stopping these morning runs for about a week, the Ambassador resumed them.”

A senior State Department official contacted for this story said the ambassador was “not reckless” with his own security or that of his staff. But this official also acknowledged that the ambassador was “an old-school diplomat” and strongly desired to have as few barriers between himself and the Libyan people.

The letter also discloses for the first time a bombing at the U.S. consulate that occurred on April 6, 2012. It says that on that day, two former security guards for the consulate in Benghazi threw homemade improvised explosives over the consulate fence. That incident resulted in no casualties. The Wall Street Journal first reported last month that on June 6 militants detonated an explosive at the perimeter gate of the consulate, blowing a hole through the barrier. The letter to Clinton quotes one source who described the crater as “big enough for forty men to go through.”

Obama administration officials have said there was no specific intelligence predicting the 9/11 anniversary assault on the U.S. consulate in Benghazi. A senior State Department official acknowledged that there were five serious attacks on Western targets since the spring in the lead-up to the attack on the 9/11 anniversary. Speaking of the June 6 attack at the consulate’s perimeter gate, this official said, “The IED attack caused no loss of life and no injury. The wall acted as designed. It absorbed it.” This official said that compared with the 9/11 anniversary assault, the earlier attacks in Benghazi were mild. “We faced a coordinated, military-style assault. We’ve never seen that kind of attack before,” this official added.

Until Sept. 19, eight days after the consulate attack, senior administration officials had said it resulted spontaneously from riots at the U.S. embassy in Cairo against an Internet video denigrating the Muslim prophet. Spokesmen for the State Department and the National Security Council did not return emails late Monday evening.

Rep. Chaffetz told The Daily Beast Monday that the allegations detailed in the letter were based on whistleblowers he described as “people who have firsthand knowledge of the incidents themselves.” Chaffetz declined to provide more details about the whistleblowers other than to say they were U.S. government employees and there were fewer than 10 of them.

A senior State Department official contacted for this story said the ambassador was “not reckless” with his own security or that of his staff.

In some cases the incidents against U.S. personnel or Libyans working to protect U.S. personnel were mild. In April a U.S. foreign-service officer stationed in Benghazi was attending a “trade-related event” at the International Medical University when the security forces of the university got into a fistfight and then a gunfight with the security detail for the trade delegation. Eventually the American officer had to be evacuated by the local Libyan militia that provided security for the consulate, known as the February 17 Brigade.

On May 1 at the U.S. Embassy in Tripoli, the deputy commander of the embassy’s local security force was “carjacked, beaten, and detained by a group of armed youth.” Eventually the man escaped his captors and phoned the embassy. “Libyan security forces fought a gun battle with the assailants in order to recover a number of stolen vehicles and release other detainees,” the letter says.

Security deteriorated significantly in June. On June 10, a man fired a rocket-propelled grenade in broad daylight into a convoy carrying the British ambassador to Libya. Later that month, the Red Cross was attacked again. By the end of June, the British Consulate and the Red Cross closed their facilities in Benghazi. By the start of July, the U.S. Consulate was one of the only Western targets left in the city.

“This was not a safe country on its way to a normalized situation. It was a very volatile situation,” Chaffetz told The Daily Beast.

The House Oversight Committee is expected to hold a hearing on Oct. 10 on the threats leading up to the attack.

Pelosi blames Republicans for terror attack and lax security in Benghazi


On Tuesday, House Minority Leader Nancy Pelosi attempted to lay the blame for the September 11 terror attack in Benghazi on House Republicans while speaking with CNN's Wolf Blitzer. She also blamed Republicans for lax security at the consulate that was burned in the attack.

After Blitzer read part of a letter sent to Secretary of State Clinton by Reps. Darrell Issa (R-CA) and Jason Chaffetz (R-UT), Pelosi said that Congress has a right to know what took place.

She then began to blame Republicans for the fiasco.

“It’s also important to note that the Republican appropriation Congress gave the administration $300 million less than it asked for the State Department, including funding for security,” she said.

While acknowledging that Congress has the power of the purse, she slammed Republicans for not having a full hearing on the subject and said Democrats held a hearing on how Medicare would be affected by a theoretical Romney/Ryan budget without GOP participation.

“So, are you saying this is political from their perspective?” Blitzer asked.

“One might suspect that,” she said.

Shortly after the September 11 attack that killed Ambassador Chris Stevens and three other Americans, Breitbart.com reported that the White House proposed to cut $129 million from the allocation for "Embassy Security, Construction, and Maintenance.” The cut can be seen on page 148 of the 394-page sequestration report.

"That’s just part of the White House’s ridiculously destructive sequester proposal, which takes a chainsaw to the defense budget," Ben Shapiro wrote.

"Sequestration is a blunt and indiscriminate instrument. It is not the responsible way for our Nation to achieve deficit reduction," the OMB wrote in the introduction, adding that "the report leaves no question that the sequestration would be deeply destructive to national security, domestic investments, and core government functions."
