Read the Rules to understand the nature:
6.) Don’t ask for 8 cigars. The idea is only to get two or three cigars since these probably won’t be cheap cigars. Post 3 or 4 wants, and hopefully somebody can fulfill 2 or 3 of these. Once 1 or more of the wants have been marked as being fulfilled, your turn is over and the sender posts. READ you do not wait for all of your wants to be fulfilled. This is because only one person may ask at a time. If one person can accomodate 1 of your wants, then that is what you get. If they can accomodate 4 out of 4, then that is what you get.
This is just to answer a question that was asked to me.

So, just a question from those who can respond without being azzhats, is sending 1 cigar from a persons PIB list on purpose is ok even if you can fill more but then you hope and expect that after you pick that person up that whoever gets you sends you 4 for 4 or more is acceptable? Just a pattern iv been seeing from lurking. The rules say yes, I'm aware of that but seems kinda chitty to me.
