The solution is very simple. Pass a law requiring a Guberment issued photo ID. Within that law allow for a 2 year grace period. After two years, no ID no vote. I'm sure two years is more than enough time to get an ID.
As far as absentee balloting, all absentee ballots must be cast no less than 60 days prior to an election. That way when the election rolls are printed, it can noted that taht person has voted. The absentee ballots themselves can be dropped off in person at a voter registration office so ID can be checked before acceptance of ballot. For service members overseas, they can be collected by the unit personnel office and forwarded to the appropiate secretary of states office. Others who are out of state can go to the appropriate location in the state they are in with a stamped envelope. Have this I'd checked and give the ballot to the registrar who will place it in out going mail. Overseas, at the embassy office.
If someone misses out, oh well. Ample oppurtunity was given.
