There is a Frontline documentary out therr that is pretty damning of Idi Amin Jr. an his bungling of Iraq. Then again what would you expect from a guy whose major accomplishment was being a community organizer.

Yeah,
Bush said all those things, and then went and signed the SOFA agreement, where the US agreed to have our forces out of Iraq, by the end of 2011.[gonzo]

So removing US troops from Iraq in accordance with the agreements signed by George W Bush allowed all these bad things that W allegedly predicted to happen.
