If it looks like a duck, quacks like a duck, and walks like a duck it probably is a duck, even if you want to call it a dog. Was she joking, certainly. Is it still racist, yes. I personally don't think context matters. Something is racist or it is not. That joke is racist if told by David Duke or Harry Edwards. I find no argument compelling enough to make me think there is a grey area regarding racism.
