I would like a ruling. Since the same person is up in this and the noob pib. Can I pick him up in both and send in one box?

JMO but given that other than a few rules / rulez, you can do (almost) anything in the NE and nOOb PIBs. So yah, picking someone up twice and then sending in one box sounds within the rules / rulez. Although I can't cite specific instances, I'mma 98.2% sure that it's been done before.
I'll only tell you where I'm at if you promise to be gentle. It's my first time.
Just the tip, Cheno
