How about a very kind typed annonymous note, in a closed package containing a couple bottles of Febreeze. Explain that you are sympathetic, and appreciate his good work, and are giving this in an effort to help, and prevent further embarrassment to him.

Who is this guy's direct Supervisor? Is it you? If its not you, bring it up to Catboy's boss. If it's you, then you have to go to a quiet place and explain that you or some other cowork has allergies to cats.

That's the main job of the Supes at my employer- sending out memos about appropriate use of perfumes, colognes, and God forbid lilacs (a person saw them, got so worked up, the allergies didn't get her- the ensuing panic attack did).
