Rick - if it can be wiped off it is called bloom. I have pasted an explanation of bloom below:
BLOOM is a naturally occurring phenomenon in the cigar aging process, also called plume, caused by the oils that exude from the tobacco. It appears as a fine white powder and can be brushed off. Not to be confused with mold, which is bluish and stains the wrapper. - Ruth

Twisted is right it is bloom,and just brush it away.....sometimes found inside boxes of cigars that have been stored for a super long time! No harm! Last night I smoked a Montecristo Series V that will not be available on the market untill August! It was a super fantastic cigar! Charlie

No joke. It's Schmegma. Schmegma is a naturally occuring phenomenon whereby the cigar exudes a perpsiration-like substance, usually due to over humidity or even strenuous activity. Cigars, being made from natural leaf, sense tension in ones life much like pets do. Rick, have you been performing unusually high amounts of strenuous activity just prior to smoking? Or, it could just be that you have a fondness for white cheddar cheese popcorn. Stop handling your cigars after snack time!

Schmegma not to confused of course w/ smegma that waxy dark colored buildup inside the prepuce and on the outside of the **** of stallions... Little vet info there guys.
