Yes, but they are counting on taking away the corruption and "kickbacks" that have been practiced throughout the past years will be eliminated and the program will be run with more care and proceedures insuring that those children who "will be part of learn a kid to read" as you put it, will actually benefit from the input! What a novel idea, cut out waste and pork and make the program run at a lot less cost to the taxpayer! This is against all Liberal Democrat ideals, and is something unique to Mr Daschel and Gephardt!
