I think budgies too. Greys usually have black beaks (except for Timnehs) that are more pronounced and bigger eyes. The feathers do have the "chain mail" pattern of Greys though. Also, the feet are too small.

I don't think they're Greys or Budgies. They are parrots, but I'm not sure what. Hard to tell from babies with no size reference.
