The funny thing about Ann is how she gets liberals all worked up. It's part of her schtick. The quote that Rick quoted is a real quote, but it was used by Ann for dramatic effect to make a point (which is her style). You have to read some of her work to understand her. She argues from the extremes of both positions to make her points. The quote above is from her weekly column the day after the 9-11 attacks and you should read the entire column to understand its context.
