Went fishing up at Twin Lakes in the Sierra a few years ago in April and had an experience just like this. The snow was about 2.5 feet higher than the full size bronco we were riding in.

Northern Japan, probably. Lived at sea-level and got over 220 inches in 2000. They get 400-500 at higher elevations and keep a lot of the highways open year round.
