Seems to me that nearly every time I vote the ballot is different.

This time I had to fill in the oval dot. Like on an SAT exam.

Last time I remember drawing a straight line to connect tow points. Like this > -------- < where you connect the dotted line between the arrows.

And the layout of how the names are listed is always different.

Not better or worse.
But definately different.

Why does it have to change every time?

Every county gets to do it how they see fit. Ours seem to change every election as well.
