First you need a budget which to balance.
The USA has been running on 'continuing resolutions'
since Obammy took office. Not ONE budget, which
is illegal, actually.

If you can't pass a budget with BOTH houses of
Congress Dem, and a Dem President, what does
that say about the Dummycrats? Dung heaps.
