You covered a lot of it I believe. Raising children is a HUGE expenditure of time and resources. A lot of people are just deciding against it, probably because of the increase in things to do/ways of feeling self-fulfilled/new opportunities for women. It seems to be more prevalent as income goes up, so I'm not sure it's separated by race specifically. For example, the more modern Asian countries are also facing a shortage, in some cases worst than the West (which is helping drive the robotics industry there btw). The difference between white and other races might be correlation due to income disparities. Less money=less opportunity to do anything other than have children, combined with help from government programs that encourage child raising since we depend on an ever-increasing supply of workers to fund social security.
The income disparities might even be worsened by the decision of each camp to either have more kids or not, furthering the birth rate disparities.
