Confiscate? As in, "oh, hey, I'll be taking that now...thanks." What's the purpose?

In addition to what cacman said, with the amount of people rising who are dependant on the government, they will be completely onboard with this if they feel they will lose their benefits (handouts).

It's like Obama is sitting back in his big leather chair saying, "I love it when a plan comes together." ...just not in a cool John "Hannibal" A-Team way, but more like a Mr. Burns (Simpsons) way.
