No victor I'm not confused. Its for housing and processing. So they say to ship them back. And they can't just put tents up so the money is for livable conditions...which leads to a small community.
Do different, bus them and ship them to Mexico. Build a three story four foot thick wall with armed guards and signs saying stay out or petition to become legal citizens by US law. Or trespass and be shot.

These aren't Mexican kids. They have no family in Mexico. They have no money to get through Mexico. These are minors, who someone has essentially left on our doorstep.
Our law (Bush, again) says we have to take care of them until we either 1- figure out if they can stay, or 2- figure out who to ship them to. To do otherwise would be against our law. Obama is actually trying to change that law, but until it is done, we have to follow the law.

It's the equivalent of if someone left a kid on your doorstep, just driving it down to the nearest crack-house and leaving it on their doorstep? I'm sure if obama started doing that we wouldn't hear the end of it from the conservatives.
All this takes money. You'd notice, if you bothered to look, that $433 million of the budget is to increase border enforcement. Hell, $1.1 Billion of it is just to ship the kids out of the US... that's actually doing what you want them to do.
