This is one instance where I would actually say he's doing the right thing.

In true trump fashion, the law itself is badly screwed up to incorrectly punish countries based on percentage of overstays rather than the absolute number.... but that's somewhat forgivable as an absolute number would have the effect of punishing a higher number of "innocent" people.
