I'll explain the homeless problem... CA encourages crime.

Read Prop 47 and Prop 57.

Then read Asembly Bill 109 (or AB-109) and the fact the CA prison (and jail, now) system is overflowing with criminals. We kick the "non-violent" criminals out. Oh, you stole a car? That's non-violent, so we're gonna let you go. 4 year sentence? No problem, you're out a week after sentencing. No probation. No parole. Just like you served the whole 4 years.

And where do these criminals go?

Property crimes are up, beotches!

I don't fully understand his 'solution'. Get rid of Lanterman Petris? Then what? Courts can pretty much toss all the mentally challenged into institutions...and? IDK...is mass taxpayer-funded institutionalization something to get behind?

Not that I have a better idea....maybe because I'm heartless and have a warped sense that some of the worst cities have brought the problem on themselves....may not be admirable thought, nor even accurate, but at the moment, while I recognize that there's a massive problem, I'm not losing sleep
