IMO, the roads in Louisiana are not that bad, however they just haven't perfected matching the road level to the bridge levels, especially on I-10.
General comment about current road building contractors, they don't care about quality, they are not compacting soils to build a proper roadbed and their don't care if the concrete they pour is finished level or not.
Locally, a bridge on I-20 is being replaced and expanded from two to three lanes. The road surface is concrete and it's not even close to smooth, it sucks. Even worse, the surface of a new exit ramp is more like a rumble strip.
IMO,
The government contracts are more focused on diversity than the actual technical requirements for the job.
The contract administrators and inspectors responsible for enforcing the contract are inexperienced, unknowledgeable, too weak to do the job, and if they are good at their job, the contracts is so bad it's unenforceable.
