And... you absolutely do NOT have to speak with the cops. You do not have to tell them your name, unless you are suspected of committing a crime and they have detained you. They need to tell you what crime you are suspected of and that you are being detained for that purpose until they can complete a preliminary investigation.

If you are pulled over for a traffic infraction, you absolutely have to provide a license, registration and proof of auto insurance.
