Californian sold all of it's port management to Pakistan in 2006. Going back to New Spain, California was sold to the US because the Empire was broke, The Oregon was a cheap rider on the purchase of Utah and California. California is broke, with it's recent history of being bought and sold even if on hedge interest, I don't think it's outlandish to entertain the notion of a foreign interest trying to buy out a large share of economic management.

California is a silly place. I've spent 19 years of my life there and my pops was a native son. Never underestimate the stupidity of California economy.
