The whole fallacy of withholding is that people think they are getting money back from the government. I think we should all have to write a check every payday to the IRS for what is now withheld. Then maybe people would have some conception of they are paying. The best part of the scam though is the "employer matching" so that the employer has to pay too. Guess what folks, the employer looks at total employee costs, not salaries. That line on the P & L includes ALL employee costs. That also, ulmimately, comes out of the pie that the employees, and the IRS, share.
