That isn't quite correct. The n00b PIB is a place for n00bs to "prove" themselves so they can participate in the other PIB and box passes. It's for n00bs, policed by n00bs so n00bs can establish a reputation here. Rules were kept simple so n00bs could understand them. The only requirement is to understand the rules.
