The quotes are in reference to North Carolina. Do NC mail-in voters have the ability to check if their vote has been tabulated? NCVOTER.ORG says yes, they use ballottrax so a voter can see status of your ballot, whether or not it was received and accepted. If the system works as they say, then you shouldn't then be able to vote in person and have your vote accepted and counted twice. The question being put forth then is the system trustworthy? A fair question.

There are other serious concerns with mail-in voting itself. In the Democratic Primary One in New York City one out of four mail-in ballots were disqualified for arriving late, lacking a postmark or failing to include a voter’s signature, or other defects.
403,103 mail-in ballots were received, 84,108 ballots were not counted or invalidated.

Also there have been shenanigans pulled by outside political groups.
