taking steps in furtherance of the plans to commit a crime is an "attempt to commit" a crime, which is a crime...so in the example, it could be in developing a plan, like specific detailed steps, or going out to acquire weapons or ammo, or zip ties, gas masks, duct tape and rope, or meeting up at the scene...
