Delta there are no guidelines federally. CDC has suggestions but really once out to the states so be it.

Each state is different. Some did better than others.

The whole debate here is built on false premises and misses the reality.

Food banks don't accept food that is past the use by date. At least the ones around here. As you have mentioned, there are liabilities and ramifications if they do so. I've donated time at some local food banks and some of the chores are to go through their stores and toss out stuff that is past the use by dates. I've filled trash buckets full of canned food and dry goods that were past their use by date.

guess I just have to wait patiently for our healthcare provider, Kaiser Permanente, to start scheduling their patients...got an email from them to be patient, don't call or email or online chat about COVID19 vaccines...they'll call us to schedule.....call me skeptical...
