Last year we had a budget surplus. Or, we received(some of us) refunds based on a projected surplus through the next 10 years. Now, the Gov. is projecting a deficit. I think it's short term. Still, isn't a balanced budget mandated by law. Is this some kind of war powers thing? Or is this yet another insidious plot to drain the coffers of this country and the pockets of it's people?
