I would greatly appreciate any advice a vet would like to give me on how to start, organize, etc. a box pass.

Get a GREAT BIG BOX fill it with cigars. Put up a post that your lookin for guys to start a pass. Get snailer from each person. Set up mailing order and off it goes. Thats pretty much how it works.
