it does.
the name is also used to describe "let's go to war" politicians who, when they should have served, 2nd world war, korean conflict, vietnam war, managed to get deferments for bs reasons. they didn't want to fight for their country, but they have no problem sending others to fight and get hurt or killed.

i have posted chicken hawks lists on several occasions.

upon reflection, it is almost the same thing. abuse of the young.
