Ok, I might get a hard time about this but i just need a little help. I have NEVER used Paypal If someone could pm me how to do this i would appreciate it. I obviously want to know the safest way with my personal info. And I was planning on opening a PayPal acct. do I need to do this first?

Yes open a Paypal account first.

Then you can send money for gifts, products, or services. You can fund your paypal via your cc's or bank accounts.

When sending money, you simply insert their email address or phone number and it finds them. When sending you will want to select the personal option and then gift so that neither you or the receiver will pay any additional fees.
