A twisted cap that extends from the cigar is generally called a pigtail. The classic pigtails were no more than twisted stubs. In the last few years, the twisted stubby cap has appeared on more cigars, and in greater lengths. A fine example of a "pigtail" is the cap on a LP T52 Flying Pig. It is tightly curled and about an inch long when extended, and on that fat cigar, actually looks like a pig's tail.
