Reminds me of the Bugs Bunny episode where Bugs is working the production line as a warhead inspector:

And I can kill the h*ll outta the targets using the blems just as well as the new ones.

It's not like people who load match grade rounds are gonna try and save a buck on a box and lose their consistency, they expect a box with matching weights. These seconds are rounds out of tolerance by a few grains.
