Governor of MN said he lacks the resources among the local city police, state police and state's National Guard to adequately and safely respond to the widespread civil disruptions and property damage. He said he and the local chiefs opted to pull his law enforcement forces away from the largest gatherings because they were hugely outnumbered and would have possibly caused a violent confrontation that they wouldn't be able to contain. Choice was to save lives and let property be destroyed.

He's considering requesting help from the federal government. This would mean deployment of US military police forces.

Would this be appropriate...

While I would not be in favor of the military's use, the President of the USA does have the authority to do so under the Insurrection Act which preceded the Posse Comitatus Act. The President must make a proclamation ordering those involved to disperse. But once the President has invoked the Insurrection Act, the Posse Comitatus Act does not apply.

The president cannot legally mobilize the military now. This is not an insurrection. He could call up the national guard, but there are some restrictions on their policing actions if he does. If a governor calls up the national guard there are no restrictions on their policing actions.

Shouldn't some states volunteer to lend National Guard Troops to other states? That would keep the federal government out of this (unless it simply cannot be contained- something I doubt is the case). Where is that general who took command of New Orleans (or was it Houston) after a terrible hurricane a decade or so ago? He'll immediately restore law and order for all but the looters and arsonists and anarchists.
