Units available: 250 (how does this work?)
123 winners

Do they just sell 250 of these on auction or is it top bidders?

It’s top bidders. That auction had 15 hours left. Whoever has the top bid when the timer runs out wins.

Bid on as many units as you want.

The 250 is basically how many units in stock.

If people have bid on only 123 lots, then there are only 123 winning bids. The rest will go down as unsold, and probably held for the next auction in a few days.

The auction of 250 lots with 123 winners most likely had every lot bid on and won. It is not unusual to see bidders winning 10 or 20 lots each, so it is not unusual to see all the lots ordered won.
