Because California is shutting down in state/coastal oil production they are using oil imported from foreign sources, Saudi Arabia predominantly. The fleet bringing oil to California has TWICE the pollution of the entire California transportation feet. As more refineries in California are shut down various fuels will also be imported, again, from foreign sources, there are no pipelines connecting California to rest of the US.
