Depends on what “drys out” means.
Couple weeks……….probably salvageable.
Couple months………maybe salvageable.
6 months plus……….most likely toast.

Just depends on what RH and temp they were subjected to while not properly stored.

Even bad cigars sometimes are toast when dried out. I forgot a partial box of Victor Sinclair CT left i my garage for a few years. When I smoked them the were toast, but not much worse than when they were left there.

Best shot would be to slowly reintroduce humidity. Like over several weeks. Start low and work your way up to your standard rh. What have you got to lose?

I found 30 cigars in one of my humidors that had to have been toast for a couple years. Slowly rehydrated them and they smoke well.
