Actually... I'd be willing to say numbers are very significant when you're talking about a "non-reuseable resource" like suicide bombers.

If we know the average success of each suicide bomber attack (in number of lives taken) and know exactly how many exist, we have a very good idea what the potential threat is in lives.

Suicide bombers only get to be used once!!! (yay!)
