There was NO shelter in place order. Anyone on the street in Watertown that day was not going to be arrested.

Those residents in a handful of homes were terrifyingly removed at gunpoint so their premises could be searched for the terrorist. If you recall, a gun fight ensued the previous night. He was still dangerous.
This is similar to what would happen in a burning building. Officials remove you "for your own good".
Sure, a semi-automatic aimed at your face is different than a fire hose, but the reason is the same.
We can discuss the pros and cons of such an evacuation. We'd probably agree.
But if we were to have this conversation, you'd have to get your facts straight:
There was NO shelter in place.
Some people are easily influenced by media hype. They read things enough times and they think it makes it true.
That is part of the conspiracy theory that whack jobs spout off about.
