I don't know what the rules are here...
Do both parties need to agree that they're at war for a war to happen, or just one?

I mean... North Korea says we declared war this weekend .. and because they believe we declared war, they are declaring the right to shoot anything of ours they see....
Meanwhile we're saying we didn't declare war.. granted, the "declaration of war" was from the president of the united states, while the statement "we haven't declared war" is from the press secretary. I'm not sure who one is supposed to be more believable.
Add in the idea that I thought technically the war never actually ended... so maybe trump can't declare war anyway?
