Only problem is it could still print the original PDF without the opaque comments. Printing to a new PDF won't flatten the opaque comment either. It can still be deleted.
One option would be to place it in a Word doc, type over the text you want to change, and export or save as a new flattened PDF.
The only true way to edit the PDF is with Adobe's Creative Suite. Acrobat Pro (not Reader), Illustrator, or Photoshop. Unless of course the PDF is encrypted and does not allow it to be edited. It can also be placed in InDesign and typed over like the Word solution above.
Adobe used to offer free trials of their software.
Or you could send it this way and I could make the edits for you. I work with the Creative Suite and Acrobat all day long.
