the criminal justice system's treatment of marijuana users: usage rates among blacks and whites are comparable: but the imprisonment rate and severity of sentences for blacks far outnumber that of whites...
I saw this firsthand in the police academy in 1987, before MJ was decriminalized in CA...tach officers from mostly white beach communities said they often don't cite those caught smoking MJ, maybe confiscate and FI, but no cite or arrest...contrast with tach officers from LAPD, who say MJ is a primary opening to go looking for more serious violations, but will be at least a cite and release or booking if you don't find anything else, boosts arrest numbers and clearance rate for crimes...
