of course there is significant pressure from the donor shot-caller class of each party, but if a candidate and his campaign/backers have done their own vetting and narrowed down a list of preferred persons, it wouldn't be unheard of to see the candidate, especially one with the years of experience, circle of associates, and status like Biden, get his choice...

and in Trump's case, although he was a neophyte, he is not one who would take on someone he didn't want...he was a member of the GOP donor class after all...though he may not have prepared a list - I don't recall him mulling over that decision during his campaign, it was likely that the RNC and GOP donor class strongly suggested Pence and Trump had no objections, given Pence's background and character...(jus thinking aloud, as I don't really know)
