I guess they'll just wait around until those jobs show up (unless the projects get canceled between now and then). They'll have plenty of time anyway since they are unemployed and stuff.
it was meant to show the volume of public works projects...and hints at the inefficiencies...
at the school/college districts where I worked, millions of dollars were spent and thousands of people were employed throughout the year doing construction and renovation work on the buildings and grounds...smaller jobs could be completed within a few months, but the law required a specific process if a job exceeded a minimum dollar amount...
the biggest and most expansive jobs that transcended many local jurisdictions , like the highway jobs, could take years to get underway...the construction companies who win the bids to do those jobs don't sit idly by, but are doing other jobs throughout the year... when/if they do win a bid for big jobs, they ramp up hiring for all sorts of trades specialists needed to do that job...
