Because they changed their recommendations along the way numerous times. If you note, their website doesn't specifically say hankies anymore. The CDC website for "approved" masks was last updated this past Feb. But early on using a bandana or a bed sheet was OK. The NBC video made mention of it along with these following links which were done around the 2020 mask mandate time frame.

Its waffling and changes in what is good and what isn't that had eroded their credibility during all this. It seemed like every month new updates were created on what is good and what is bad.
